The University Grants Commission (UGC) chairperson told NDTV on Friday 6 Jan, 2023 that the first Indian campuses of prominent foreign colleges might open within two years, a day after draft regulations for the huge shift were approved. Source

They are trying to raise awareness of the new rule. They are writing to 55 ambassadors from other nations who are based in New Delhi, the city in which these highly esteemed colleges are found. Additionally, they are writing to the Indian diplomats located in these nations. They are also getting in touch with universities. 

The UGC will undertake an online application and additional assessment process for all overseas higher education institutions. While the UGC will serve as an authorising body with some sanctioning authority, overseas university campuses will be supervised primarily by the overseas Exchange Management Act (FEMA) of 1999. The new regulations allow international colleges to return all revenues to their parent university in their native country "without any restrictions." So far, funds cannot be transferred out of India.

New Delhi : Eight international universities have shown interest, including one in the top 50 and one in the top 100 of the Times Higher Education World College Ranking 2021 in establishing international campuses in India. Five of these are from the United States, with one each from the United Kingdom, Australia, and Canada.

In a survey with 43 top-ranked colleges from around the world, 16 said that they are not considering opening a campus here, while another 16 stated they are unsure. The eight who expressed interest stated that they would want to start with Indian students  to guarantee adequate enrollment and the viability of their project. Source

The Deakin University 

The Deakin University, an esteemed institution of higher learning in Australia, is the first foreign institution to have its application to establish an international branch campus (IBC) in GIFT-IFSC, GIFT City, Gujarat, approved by the International Financial Services Centres Authority (IFSCA).

This is one of two universities (Deakin University and Wollongong University) that have received permission to establish a university campus in India. 

To offer kids a high-quality education that is both inexpensive and accessible, India's government is interested in collaborating with Australia, according to Union Education Minister Dharmendra Pradhan. There has been much discussion over allowing highly esteemed foreign colleges to open campuses in India.

However, now that the UGC has developed initial criteria for foreign universities in India, it would not be shocking if, in the days ahead, we see campuses of Oxford University in Delhi, Yale in Mumbai, and the National University of Singapore in Chennai, in addition to Deakin and Wollongong. Source
