COER University is situated in Roorkee, Uttarakhand, along the Delhi-Haridwar National Highway-58, just 7 kilometers from the heart of Roorkee. Roorkee, often referred to as the gateway to the enchanting Himalayan Ranges, is a historic town known for its significant landmarks, including the renowned Ganga canal—a remarkable Civil Engineering achievement from the 19th century. Additionally, Roorkee is home to prestigious institutions such as IIT Roorkee, the Central Building Research Institute, the National Institute of Hydrology, the Irrigation Research Institute, the Bengal Engineers Group, and the Centre of the Indian Army, making it a hub for engineering excellence.

Established by the Seth Roshan Lal Jain Trust in 1998, COER (now COER University) marked a historic milestone as the first private Engineering College in Roorkee. It stood as the only engineering institution, aside from the renowned University of Roorkee (now IIT Roorkee). Over the past 24 years, COER (now COER University) has experienced remarkable growth under the visionary and dynamic leadership of its founder Chairman, Er. J. C. Jain. Er. J. C. Jain, an accomplished industrialist and a postgraduate (M.E.) in Industrial Engineering from BITS Pilani (1971), has been instrumental in shaping the institution's success.

In a significant development on 15th February 2021, the Government of Uttarakhand State officially granted approval for COER University to operate as a State Private University. COER University proudly carries forward the rich legacy of COER, aiming to become the premier university in Uttarakhand and a global leader in providing technical, management, and agricultural education of the highest caliber.
